The organisation was founded by research scholars in their early years of social work in the year 1995. Starting with the study of street children and juvenile delinquents in the background of their indigence and consequent socio – economic conditions, the scholars presented the findings of the study to policy makers and academics in various forums, seeking to find solutions to the rest cause of the problem, which eventually paved the way for the genesis of COODU.
